IPC Global Advocacy Report

6/24/2022

Dear IPC Members:

The IPC GR team is working for you year-round, but the success of our work depends on the active engagement of IPC members like you.

One thing you can do this week to support our efforts is sign IPC’s letter advocating for H.R. 7677, the Supporting American Printed Circuit Boards Act of 2022. You can also visit IPC’s online advocacy center and participate in our active grassroots campaigns, which aim to influence the U.S. Congress on our key issues. That news and more is summarized below.

As always, please let us know if you have any input or questions on what governments should be doing to support the industry’s long-term growth and evolution.

All the best,

Chris Mitchell
Vice President, Global Government Relations

TOP NEWS OF THE WEEK

Join IPC in Urging Congress to Support Critical PCB Legislation: IPC is organizing an executive leadership member letter to send to the U.S. House in support of recently introduced legislation that would address challenges in the printed circuit board (PCB) industry and the entire U.S. electronics supply chain. The Supporting American Printed Circuit Boards Act of 2022 is critical to rebuilding U.S. electronics manufacturing; would ease an already strained U.S. supply chain; and improve national security. If you are a senior executive at your company, please sign this letter by filling out and submitting the online form no later than Thursday, June 30. If you are authorized to add a senior executive from your company, be sure to fill out the authorizer fields on the form. Only one senior executive per company will be listed in the letter. All IPC members can also call on your Members of Congress to support this bill via IPC’s Action Alert Center. IPC Contact: Ken Schramko.

IPC Standard for Green Cleaners Open for Review: IPC’s draft version of a standard for green cleaners used in electronics manufacturing is now open for public review. IPC-1402 is a first-of-its-kind standard that defines and sets minimum criteria for green cleaners – chemical cleaners meeting a defensible set of green chemistry requirements – used in electronics manufacturing processes. Comments on the standard will be accepted through mid-July. Let us know if you have any questions. IPC Contact: Kelly Scanlon.

QUOTE OF THE WEEK

“Economic data from the last month makes the U.S. economy appear worse than it probably is, while the opposite is potentially true for Europe and China ... While Europe avoided a decline in the first quarter, it will continue to face a multitude of headwinds in the coming quarters.”
Shawn DuBravac, IPC chief economist, comments on the state of the global supply chain in IPC’s June Global Sentiment Survey.

IPC ADVOCACY AND YOU

IPC Is Recruiting for a Regulatory Affairs Manager: Passionate about environment and health issues? IPC is looking to hire an environmental regulatory affairs manager who will be responsible for coordinating information relevant to regulatory affairs and industry advocacy. This position will help monitor global environmental policy developments and regulatory requirements, liaise with industry members and policymakers, and develop responses to government consultations. Let us know if you have any questions! IPC Contact: Kelly Scanlon.

ENVIRONMENT & HEALTH

IPC Shares Industry Concerns in General Review of RoHS Directive: IPC recently submitted comments to the European Commission’s public consultation on the Restriction of Hazardous Substances (RoHS) Directive, which included evaluation of the criteria and timelines for exemptions. IPC’s response indicated support for a shift from RoHS as a directive to a regulation; a flexible exemptions process; support for “one substance, one assessment;” and the continued use of sound science and transparency. Please let us know if you have any questions about this consultation. IPC Contact: Kelly Scanlon.

EUROPEAN UNION

EU Institutions Reach Agreement on New Sustainability Reporting Rules: On June 21, the EU Parliament and Council reached a provisional agreement on the Corporate Sustainability Reporting Directive (CSRD). Under the agreement, companies under the scope of the Non-Financial Reporting Directive (NFRD) must report to the new rules by 2024, despite the parliament’s call to delay it to 2025. Small and medium-sized enterprises (SMEs) are also compelled to report to the future standards but will have until 2028. Once the CSRD is approved, the European Commission also expects to adopt new EU sustainability standards, which will complement the CSRD by defining technical details that companies should report on. IPC Contact: Alison James.
