Happy Fall!

The seasons are changing, but IPC’s commitment to advocating for the electronics manufacturing industry remains strong.

This week, an IPC-led letter called on the Biden administration to support the entire electronics ecosystem and prioritize domestic development of printed circuit boards (PCBs) and IC substrates, which are critical to the implementation of the CHIPS Act. The U.S. share of global PCB production is just 4%, and policymakers must act.

IPC Calls for Biden Administration to Address Industrial Base Vulnerabilities: This week, IPC, alongside U.S. Partnership for Assured Electronics (USPAE) and the Printed Circuit Board Association of America (PCBAA), called on U.S. President Joe Biden to prioritize domestic development of printed circuit boards (PCBs) and IC substrates under the Defense Production Act. Specifically, the letter called on Biden to issue a presidential determination, which would be a key step toward rebuilding the U.S. electronics manufacturing industry. IPC Contact: Chris Mitchell.

EUROPEAN UNION

EU Aims to “Crisis Proof” Critical Supply Chains: On September 19, the European Commission presented a proposal aimed at preserving the critical supply chains in the event of future crises. The supply chain control tool, called the Single Market Emergency Instrument (SMEI), would give the commission the power to monitor critical supply chains and create strategic reserves of certain components, Euractiv reports. The proposed rules would not apply to goods already governed by sector such as semiconductors and medical goods and devices. IPC Contact: Alison James.

IPC Advocates for Advanced Packaging to European Policymakers: IPC recently met with Members of the European Parliament (MEPs) to make the case for a reinforced electronics manufacturing ecosystem in Europe. IPC advocated for advanced packaging and a “silicon-to-systems” approach to ensure Europe’s supply chain resilience and technological leadership. The meetings came amid ongoing negotiations in the European Parliament on the European Chips Act. IPC will continue to meet with European policymakers to highlight the strategic importance of Europe’s electronics manufacturers. IPC Contact: Alison James.

IPC Analysis Shows Industry Leaders are Tracking ESG Risks: Leading companies in the electronics manufacturing industry are intentional about their environmental, social and governance (ESG) priorities, with climate change and energy use chief among them, a new IPC analysis shows. As part of IPC’s ESG for Electronics initiative, IPC is investigating the most common ESG methods and priorities of leading companies in the sector. Sustainability is a growing priority across the electronics industry, and it will be important to know what aspects of sustainability are being prioritized by electronics industry actors. IPC Joins Industry in Opposing UK RoHS Exemption Fees: IPC, alongside the RoHS Industry Umbrella Project, recently submitted comments opposing a proposed UK Department of Environment Food and Rural Affairs (DEFRA) regulation that would impose an application fee for filing exemptions to the UK RoHS Directive. As a reminder, UK RoHS restricts the use of 10 hazardous substances found in electrical and electronic equipment (EEE). We will continue to track UK RoHS activities. USG to Host Webinar Series on CHIPS for America Legislation: The U.S. Commerce Department is holding an informational webinar series on the recently passed CHIPS for America legislation. The first set of webinars will review the CHIPS for America strategy paper, which outlines the initiatives, strategic goals, and guardrails guiding the program.
