DEFENSE AND SECURITY

USPAE Outlines Plan to Better Connect Industry and Government: The U.S. Partnership for Assured Electronics (USPAE) is entering a new phase to better connect the electronics industry with government needs and opportunities. Membership dues are immediately reduced for all organizations and include access to the Defense Electronics Consortium (DEC), which exists to help the U.S. government identify and address risks and opportunities in the electronics supply chain. Membership is open to companies, academic institutions, and non-profit organizations based in the United States or its allies. For further information, visit www.USPAE.org or send inquiries here.

 

ENVIRONMENT & HEALTH

New Updates to ECHA REACH-IT Registration Requirement: On October 14, a European Chemicals Agency (ECHA) rule went into effect stating that only representatives (OR) must declare the non-EU manufacturers that they represent in REACH-IT. ORs will need update their REACH-IT account if they:

  • Represent more than one non-EU manufacturer from one REACH-IT account;
  • Represent the same non-EU manufacturer from several REACH-IT accounts; 
  • Have registrations as an OR and as a manufacturer/importer in one REACH-IT account.

Industry Seeks Extension on Maine PFAS Reporting Requirement: The Maine State Chamber of Commerce will be submitting a letter to the Maine Department of Environmental Protection (DEP) requesting a six-month extension of the state’s per- and polyfluoroalkyl substances (PFAS) reporting requirement. As a reminder, in July 2021, Maine enacted a law that will ban PFAS in products for sale in Maine by 2030 and will require companies to test and report products for PFAS beginning January 2023. The deadline to sign onto the letter is November 28. IPC Contact: Suhani Chitalia.

 

EUROPEAN UNION

Commission Opens Consultation on Raw Materials Legislation: The European Commission recently launched a public consultation on the European Critical Raw Materials Act, which will seek to reduce the EU’s dependency on imported raw materials like lithium, cobalt, and rare earths. The legislation, expected to be presented in 2023, will also aim to strengthen EU supply chain while maintaining a sustainable, level playing field. The consultation is open until November 25. Commission Launches Survey on European Semiconductor Value Chain: On October 10, the European Commission launched a consultation on the European semiconductor value chain. The consultation is the first step toward establishing a monitoring mechanism, introduced in the European Chips Act, that will help Europe anticipate future shortages and supply chain risks in the semiconductor supply chain. The consultation consists of two surveys, one for suppliers – including printed circuit board (PCB) companies – and one for end users; both surveys are open until November 11. ICYMI — Industry Leaders Call for Support of Advanced Packaging: IPC recently convened its first Advanced Packaging Symposium, where industry and government leaders addressed how to strengthen the electronics manufacturing ecosystem – including advanced packaging, IC-substrates, and printed circuit boards (PCBs) – especially in the United States and Europe, where they are in need of support. All agreed that significant investment is needed to close the gap, both strategically and economically. Read a full recap of the symposium in I-Connect007. IPC Contact: Chris Mitchell.

IPC Report Shows Government Must Support Advanced Packaging Ecosystem: A recent IPC report showed just 8% of electronics manufacturing industry leaders believe the United States has sufficient capacity and technology to support the advanced packaging market segment. “Gathering information on PFAS functions, types, uses and alternatives will prepare your company for a multitude of evolving regulatory obligations.” IPC Director of Environmental Policy and Research Kelly Scanlon addressed the Wiring Harness Manufacturer's Association (WHMA) this week on per‑ and polyfluoroalkyl substances (PFAS) policies affecting electronics.

According to IPC’s new advanced packaging report, industry leaders think governments can do more to bolster advanced packaging capabilities, with only 29% believing policymakers appreciate the importance of advanced packaging in semiconductor innovation.
