Also this week, IPC issued its latest Economic Outlook Report, which indicates an easing of supply chain pressures everywhere. But that trend could prompt weaker growth in the second half of the year.

Join IPC in Asking Congress to Support Investment in the PCB Sector: In March, U.S. President Joe Biden issued a presidential determination (PD) that aims to leverage the Defense Production Act to drive more investment in the PCB and semiconductor advanced packaging industries. Now IPC is working to secure $100 million in Fiscal 2024 appropriations to support the implementation of this PD, which both the President and the Dept. of Defense have called a national security priority. To strengthen our push on Capitol Hill, we need your support. EU Eyes Total Ban on PFAS Chemicals; IPC Needs Your Company’s Input: In anticipation of a potential EU ban on per- and polyfluoroalkyl substances (PFAS), IPC is asking industry actors for information on uses of PFAS in your supply chains. Absent such information, regulators may conclude that a PFAS ban would have no impact on our industry, and supply chain disruptions are possible. Contact IPC’s Suhani Chitalia for more information; read her recent blog in the topic; and stay tuned for an urgent call-to-action on this issue.
IPC Signs on to Joint Industry Letter to Streamline Eco-Design Regs: IPC and over a dozen other associations have submitted a joint statement to the European Parliament and European Council on the Eco-Design for Sustainable Product Regulation (ESPR), urging Europe to focus more tightly on environmental and climate-related goals. Industry encourages social sustainability policies to be addressed through other mechanisms to ensure consistent and non-conflicting policies. IPC Contact: Suhani Chitalia.
TRADE AND SUPPLY CHAIN
EU Institutions Reach Deal on European CHIPS ACT: Recently the EU Institutions reached a provisional political agreement on the European Chips Act, paving the way to a regional framework on the European semiconductor ecosystem and supply chain security. The proposal has been the subject of months-long negotiations with the European Parliament and European Council, and now it must be finalized, endorsed, and formally adopted by the parliament and the council. IPC welcomes the deal’s emphasis on strengthening Europe’s advanced packaging capability and its overall electronics manufacturing ecosystem. See our position on the initial draft legislation. Also recently, IPC together with iMaps organized an executive meeting with EU policy representatives in Brussels, addressing the need for a long-term, silicon-to-systems approach to reinforcing Europe’s electronics manufacturing base. IPC Report Sees Manufacturing Pessimism, Continuing Inflation: According to the latest IPC Economic Outlook Report, while inflation remains stubbornly high, economic growth is slowing. U.S. manufacturing sentiment fell for the fifth consecutive month in April, and the base case scenario for the United States suggests a recession in the middle two quarters of the year. Overall, the U.S. economy should grow about 1.2 percent this year, but growth will be weak in the second half of the year. IPC Contact: Shawn DuBravac
