European Commission Taking Closer Look at EMS, PCB Sectors: The European Commission this week took a closer look at the EMS and PCB industries with the goal of better understanding Europe’s strategic dependencies in electronics manufacturing and the implications for the broader manufacturing sector. The EC’s Directorate General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) called the meeting as a follow-up to an IPC meeting in Brussels in April, at which we pressed for an EU strategy to strengthen silicon-to-systems innovation and manufacturing. Since then, officials at DG GROW have sought to better understand our industry; to define the related risks to EU strategic autonomy; and to identify appropriate policy interventions. IPC Hosts UK EMS Meeting: On June 15, IPC President of Europe Sanjay Huprikar kicked off IPC’s annual meeting of British EMS companies, in London. The packed agenda included presentations from Dieter Weiss of IN4MA, a provider of market statistics and analyses for the EMS industry; Shawn DuBravac, IPC’s chief economist; and Colin Cupitt, head of engineering at BAE, who provided an update on sustainability issues. IPC Senior Director of European Operations Philippe Leonard facilitated a discussion on the industry’s pressing workforce needs; and Chris Mitchell, IPC VP of Global Government Relations, addressed the industry’s policy priorities. Participants agreed that the UK EMS industry needs to raise its profile and bolster its engagement with government leaders on issues including workforce, R&D, trade, and capital investment. IPC and its EMS members identified several near-term opportunities to ramp up the industry’s government relations activities in the UK. IPC CEO Publishes Book on Workforce Development: Recruiting and retaining high-skilled workers is one of the most difficult challenges in the electronics manufacturing industry; good thing we have a workforce expert as IPC’s CEO! This week marked the publication of “Fire Your Hiring Habits: Building an Environment that Attracts Top Talent in Today’s Workforce,” written by IPC President and CEO John W Mitchell. John reframes “The Great Resignation” as a “Great Reprioritization” on the part of workers, and more importantly, a “Great Reimagining” for leaders. Learn how to shake up the hiring status quo, attract and retain top talent, and create a more inclusive work environment. IPC Urgently Seeking Member Input on PFAS Uses in Electronics: Following up on IPC’s initial “Call to Action” in May, IPC has released a survey to gather PFAS data and information from industry in anticipation of a proposed universal ban on PFAS in the EU. The survey includes a list of helpful resources and serves as a “Step 1” to consider where PFAS may be used in the electronics manufacturing supply chain. A lack of industry data could result in limited or no advocacy by IPC, which in turn could result in few or no exemptions to the PFAS restriction. Without exemptions, the industry could be forced to decide between withdrawing from the EU market or adopting PFAS alternatives in their products and processes. EC Opens Public Consultation on Sustainability Reporting Standards: The European Commission has issued draft reporting standards under the recently adopted Corporate Sustainability Reporting Directive (CSRD), which requires large companies to publish reports on the social and environmental risks they face. The reporting standards outline the types of data that must be reported and how to standardize the data based on requirements of the CSRD. IPC Co-Hosts Critical Environmental Requirements Forum: The annual Critical Environmental Requirements for Electronics forum, co-convened by IPC and the Information Technology Industry Council (ITI), took place on June 6. Participants learned about the latest developments in chemical, product, and sustainability policies that affect the electronics industry. Speakers included representatives of Intel, PlasticsEurope, Assent, Rosenberger GmbH, and the U.S. Department of State. IPC Urges EU to Ease Reporting Burdens on Manufacturers: IPC recently participated in a European Commission Industrial Forum on EC President Ursula Von Der Leyen’s commitment to simplify reporting burdens and reduce them by 25%. An EC proposal is expected by this autumn. This exercise is the first of its kind at the EC level and comes in recognition of the high administrative burdens placed on EU companies. IPC highlighted several areas including duplicative reporting under environmental legislation; disparities in Member State reporting burdens; and the many existing and pending sustainability reporting measures. The EC’s intent is not to diminish policy impact but rather to gain a fuller understanding of the complete burden on companies with a view to reduction and simplification. EC Approves Multibillion-Euro Microelectronics Investment Project: IPC supports the European Commission’s recent approval of an “Important Project of Common European Interest (IPCEI)” designed to support research, innovation, and “first industrial deployment” of microelectronics and communication technologies across the value chain. In a LinkedIn post, European Commissioner for Internal Market Thierry Breton said the IPCEI “is yet another demonstration of the EU Chips Act already triggering considerable public and private investment across the European semiconductor value chain: from materials to design, from equipment to advanced packaging.” IPCEIs are multinational EU projects designed to address important market challenges with public funding and coordination. This IPCEI, submitted by 14 EU Member States, will provide up to €8 billion in public funding, which is expected to unlock an additional €13.7 billion in private investments. Our top advocacy news this week is that senior executives of 24 electronics manufacturing companies called on the U.S. Congress to appropriate $100 million in Fiscal 2024 to help rebuild the printed circuit board sector in the United States.
